I understand this feat is accomplished using sky hooks. Sky hooks are held aloft by Amazonian Toucans which in turn are fed by special National Guard units that continually visit them in their helicopters. The expense is, of course, shouldered by unwitting taxpayers. Some in Congress are arguing this is pork. Others say that it has more of a flavor of blackened camel.
